For innovative co-determination practice: "Co-determination plan" and "Checklist"

For works and staff councils: An action-guiding "co-determination plan" from the "Forum Soziale Technikgestaltung" with an accompanying "checklist" for the introduction of so-called "artificial intelligence" into the world of work - How we can shape change in companies and administrations.

Target group

The tools "Co-determination plan" and the associated "Checklist" of the "Forum for Social Technology Design" (FST) serve to improve the co-determination practice of works councils and staff councils. The greatest benefit is achieved if both tools are used before the procurement and implementation of algorithmic control and decision-making systems (so-called "artificial intelligence") in the early design phase. The plan and checklist are based on the results of the PROTIS-BIT project. The "moderated specification dialog" provided for in the FST "co-determination plan" and the distinction between technical systems in "assistance technology" and "delegation technology" are defined in the KARL CoCo Glossary from an FST perspective. In addition to using the FST "Co-determination plan" and the FST "Checklist", it is recommended that you familiarize yourself with the ten video "Brief impulses for social partners" presented by the FST.

Expected result

The application of the FST "co-determination plan" as well as the associated FST "checklist" serves to stabilize a trusting and cooperative co-determination practice for the introduction of algorithmic control and decision-making systems (so-called "artificial intelligence"). The use of both documents as tools for action strengthens the culture of co-determination and at the same time reduces the risk of expensive bad investments by taking into account the experience and knowledge of employees. Expensive technical ruins can be avoided at an early stage. A trusting and cooperative use of the plan and checklist can accelerate the introduction of low-risk IT systems.

General conditions

An essential framework condition is the necessary openness and culture of trust. Private or public employers who activate co-determination procedures with employee representatives at the earliest possible stage - i.e. before the procurement and implementation of new complex systems - can generally achieve joint success more quickly.

Operating instructions

The attached FST "Co-determination plan" (Annex) and the attached FST "Checklist" (Annex) build on each other. They are available as "one-pagers". Both documents are available online as pdf files. In addition: It is recommended to print out the "Co-determination plan" in A3 format in color and use it as a wall poster. The "co-determination plan" describes the necessary changes to processes within the framework of current co-determination practice. The "checklist" serves to prepare, inform and qualify the committee (works council, staff council, employee representatives, etc.). Once as many "yes" answers on the "checklist" as possible have been received, the employee representative body is qualified and essentially ready to make decisions.
